The community of Arthur is a growing urban community located within the Township of Wellington North (Township) that is serviced by municipal water, sanitary and stormwater systems. A Technical Study of the existing conditions of Arthur’s water and sanitary systems was completed in November 2020 to review the adequacy of these systems to meet the needs of the existing community and to service future development. As a result of the Technical Study and subsequent updates, it has been determined that the existing Arthur water system requires water supply redundancy and additional water storage to support expected population growth and has therefore initiated a Municipal Class Environmental Assessment (Class EA) for the Arthur Water System. The existing water supply wells and towers in Arthur’s water system are shown on the map below.
The project is being planned following the Schedule B process in the Municipal Class Environmental Assessment (Municipal Engineers Association, March 2023) to identify and evaluate alternatives to address the water supply and storage requirements and select a preferred alternative. Consultation with affected or interested stakeholders and Indigenous Communities is a key element in the planning process.

A survey to solicit feedback on the Fergus Street North reconstruction design will be open from Wednesday, September 25 to Wednesday, October 9.
For those wishing to complete the survey in paper form, copies are available at the municipal offices in Kenilworth and the Mount Forest and District Sports Complex (Upper Office), or mailed out upon request, to ensure the survey is accessible to all residents.

Township staff along with Township consulting engineers have reviewed and updated Fergus Street North reconstruction project. Feedback that was received from the October 2023 Public Information Centre and survey were incorporated into the design update as appropriate and where practical to help minimize the impact to tree removals and other comments received. Fergus Street North design update staff report INF 2024-016 is included in the September 23 council meeting agenda.
Next Steps:
Letters will be mailed out to property owners within the projects limits of Fergus Street North between Birmingham Street to Sligo Road to receive feedback to confirm the placement of their municipal services (ie. water, sanitary and storm) to assist with the completion of the final design and tender package.

Anticipated construction start date is Tuesday April 30, 2024 and will continue through to the end of June 2024. Local and emergency access will be maintained throughout construction; however, access to driveways will be interrupted at various times during this period. Effort will be given to advise residents of any disruption to access in advance.

Fergus Street North Reconstruction Phase 1 Project between Wellington Street E to Birmingham Street E is currently out to tender. Construction timeline for tendering purposes is restricting start date to May 21, 2024, and completion date of September 27, 2024.

Public survey results for the John Street and Fergus Street North Reconstruction Projects are shown in the INF 2024-021 report at the November 4 council meeting.
At the November 4, 2024, Council meeting, Council directed staff to proceed with John Street reconstruction project as shown in Triton design option 1A including:
- Roadway constructed to Municipal Servicing Standards for urban design at 8.5m wide with two through lanes of traffic, one in each direction and maintaining the existing John Street access to the Tim Horton.
- Barrier curb and gutter.
- Sidewalk installed on west side of roadway adjacent to curb at a width of 1.5m.
- Minimal hydro pole conflicts.
- Minimal construction impacts on trees.

Following the October 2023 Public Information Centre and Public Survey responses, Township staff are working with the Township consulting engineers Triton Engineering Services Limited to complete further investigation of the design for John Street Reconstruction. Investigation work today includes identifying services location conflicts and to collect traffic movement data which will be included in a traffic study to support the John Street Design. Township staff anticipate that an update will be available to the public and stakeholders in early fall 2024.
